Tamil Nadu Chief Minister Fellowship Program 2024: The State of Tamil Nadu now strive for good governance. To support this initiative, the Government of Tamil Nadu launch the prestigious “Tamil Nadu Chief Minister Fellowship Program (TNCMFP)” in 2024 to the Department of Special Program Implementation.

Members of the Fellowship Program are involved in State Government flagship and priority schemes, working under the departments assigned to them. By identifying issues and assisting with data-driven decision making, they help address gaps and optimize service delivery in accordance with global best practices.

Tamil Nadu Chief Minister fellowship program has launch for its second batch by the state government.  Applicant from a variety of academic and professional background will be eligible for this two year fellowship program. We will conduct a transparent and rigorous select process to select these fellows.  A full of twenty five person will pick for this program.

Tamil Nadu Chief Minister Fellowship Program 2024

Tamil Nadu Chief Minister Fellowship Program has been introduced for two years by the Tamil Nadu government. In addition to working in their respective departments, the fellows are active participants in the flagship and priority of Tamil Nadu Chief Minister programs of the state government.

To address gaps and optimize service delivery in line with global best practices, they identify issues and assist in data-driven decision-making regarding assigned programs. Stipends of RS. 75,000 will be provided to students who apply for this two-year fellowship program. Application forms will be provided to you; the process will be completely online.

Objectives

  1. Build a pool of knowledgeable and action-oriented resources to assist the Government in identifying policy gaps and establishing international benchmarks.
  2. Developing a ‘program structure’ based on international best practices for policy and governance in Tamil Nadu’s various sectors.
  3. Create an evaluation framework for measuring, evaluating, and improve government service delivery across different department and sector in Tamil Nadu.
  4. Identify the Key Performance Indicators (KPI) for service delivery and compare them to global best practice.
  5. Establish the measuring system for each of the KPIs across various sectors and determine their maturity and impact with a magic quadrant.
  6. Measure, evaluate, and correct course corrections from the Fellows and the Government by creating a learning process.
  7. Provide Tamil Nadu Chief Minister Fellowship resources for identifying and scaling up best practices for impact creation.
  8. An understanding of state economics, linkages between policy and economics, and financial planning.

Eligibility Criteria

  1. First Degree: An outstanding Bachelor’s degree in any professional field (Engineering, Medicine, Law, Agriculture, Veterinary Science) or a first-class Master’s degree in Arts or Sciences from any Indian university established by an act of Parliament, another educational institution established by an act of Parliament, or declared a Deemed-to-Be University under Section 3 of the University Grants Commission Act, 1956, or equivalent qualification.
    • The preference will be given to candidates with PhDs.
    • It will be fine if you have a work trial.  
    • Research experience will be emphasized heavily.  
    • The requirement is that you know Tamil well.
  2. The applicant must between the age of 22 to 30 year at the time of open the online application. A candidate belong to the SC and ST category may register if he or she is 35 years old, and a candidate belong to the BC and MBC category may register if they are 33 years old.

Benefits

When the application process has been successfully completed, successful applicants will receive a monthly stipend of RS 75,000/- form Tamil Nadu Chief Minister Fellowship Program.

Selection Process

During the selection process, there are three stages of Tamil Nadu Chief Minister Program:

  1. In the first stage, a computer-based test is administered for preliminary assessment.
  2. The second stage is the comprehensive examination (written examination)
  3. The third step is the personal interview
  4. In the preliminary assessment, candidates will complete a computer-based test (CBT) of objective type (multiple-choice questions) carrying up to 150 points. There are three sections: (1) General Awareness (to assess general knowledge, including current affairs) (2) Quantitative Aptitude (to assess basic math skills, such as algebra, numbers, geometry, statistics, and data review at the level of tenth grade) (3) cursing Comprehension and Logical think straight (to assess a applicants comprehension and links skills, logical ability, decision-making and problem-solving skills, and general mental ability)
  5. Tests like this serve solely as screening tests and will not be counted as part of the selection process.  Answers that are incorrect will receive negative marks (-0.33).  A number of major cities in Tamil Nadu as well as Bengaluru, Delhi, Mumbai, Ernakulam, Hyderabad, Kolkata, Puducherry, and Vishakapatnam will host test centers for the exam.  It is possible that test centers will change in the future.
  6. Written examination are part of the Comprehensive Examination.  There is an essay type question, a case base question, and an analytical question. A variety of topic will cover, include governance, social justice and inclusion, technology, economic development, sustainability, poverty, demography, ecology, biodiversity, climate change, agriculture, disaster management, government Program and policies, and Tamil heritage.  Chennai is the location of the test center(s).
    In order to be shortlisted for the Personal Interview, candidates must perform well in the Comprehensive Examination.
  7. Candidates will be interviewed in order to test their intellect and emotional quotients, their understanding of current affairs, their problem-solving skills, and their ability to think in systems.  In this stage, candidates will be tested on their working knowledge of Tamil. We will conduct the personal interview only in Chennai.

Based on the candidate’s combined score for the Comprehensive Examination and Personal Interview, the final merit list will be determined.

Fellowship Responsibilities

As part of the Tamil Nadu Chief Minister Fellowship program, you will be required to attend a mandatory 30-day orientation program at the Anna Administrative Staff College, Chennai (a detailed program structure will be provided on www.bim.edu/tncmfp).  A successful completion of the orientation of this Tamil Nadu Chief Minister program will result in Fellows being assigned to various government departments identified by the Special Program Implementation Department.

The primary role of this team will be to identify issues, conduct data-driven analyses, and assist in data-driven decision making on the assigned program so as to address gaps and optimize service delivery.  In addition to conducting field visits, they must solicit feedback from district officials and assist in implementing appropriate follow-up measures.

BIM and Special Program Implementation Department review, guide, and assess the Fellows’ monthly activity reports.  Depending on the requirements, they will be assigned responsibilities.  Two years after the start of their Tamil Nadu Chief Minister fellowships, the Fellows are expected to submit a final project report (s).
